DIASPORA FOCAL POINTS

Cameroonian citizens settled or residing abroad shall exercise their right to vote through their participation in the election of the President of the Republic and in referendums.
Cameroonian citizens settled or residing abroad shall be entered on the registers of electors opened at diplomatic representations and consular posts in their countries of residence or attachment.
They must enjoy their civic and political rights and fulfill all the required legal conditions to be an elector.
On proposal of Government, polling stations shall be set up in diplomatic representations and consular posts.
In view of the participation of Cameroonian citizens settled or residing abroad in the election of the President of the Republic or in referendums, the following structures shall be set up in diplomatic representations and consular posts.

commissions charged with the drawing up and revision of registers of electors;

commissions charged with the issuance and distribution of voters' cards;

local polling commissions.
The Electoral Board of Elections Cameroon shall hold consultations with diplomatic representations, consular posts and political parties with a view to setting up the commissions provided for.
The composition of the Commissions referred to shall be established by the Director General of Elections.
The composition and functioning of the commissions referred to shall be determined by regulation.
Specific rules applicable to preparatory activities for the election of the President of the Republic and referendums, the organization and supervision of elections and referendums, polling and the counting of the votes of Cameroonian citizens settled or residing abroad shall be laid down by regulation.
About Focal Points
With respect to elections, the ELECAM Focal Point in diplomatic missions and consular posts represents a service, under the embassy, consulate or delegation, in charge of ELECAM activities. The official responsible for these activities is assisted by support staff. Reason why, 33 countries across Africa, Europe, Asia and America were concerned with the October 2011 presidential election. Within these countries, 29 embassies, 4 high commissions, 6 consulates and 2 delegations were selected.
In compliance with the collective provisions of Law No. 2011/013 of 13 July 2011 relating to voting by Cameroonian citizens settled or residing abroad, Decree No. 2011 /237 of 8 August 2011 to lay down conditions for implementing Law No. 2011 /013 of 13 July 2011 relating to voting by Cameroonian citizens settled or residing abroad and Order No. 001 /DIPLO/CAB of 24 August 2011 to establish the list of Diplomatic Representations and Consular Posts where electoral operations are organised in view of the election of the President of the Republic in 2011, ELECAM Focal Point are presented below.

COLLABORATION
Relations with Election Stakeholders and Partners
The President of the Electoral Board or the Director General of Elections, within the framework of their respective duties and competence, may call upon a State Administration either through the Minister in charge of Territorial Administration or directly.
In order to enhance the efficiency and transparency, any transaction between the President of the Electoral Board and a State Administration shall be brought to the notice of the Director General of Elections and vice versa.
Similarly, whenever the Minister in charge of Territorial Administration officially contacts one of the two principal officials of Elections Cameroon, the other shall be informed by the one contacted.
The Electoral Board shall organize consultation meetings with the Administration, political parties, the civil society and the media within the framework of the management of the Electoral process.
A resolution of the Electoral Board shall lay down a permanent framework for consultation between Elections Cameroon and Election stakeholders.
Ad hoc meetings with stakeholders may be organized at national, regional or local levels.
The administrative official with territorial competence shall be informed of all meetings organized between Elections Cameroon and political parties, the civil society and the media and shall be invited to attend them.
The Director General of Elections or his representative shall take part in meetings with election stakeholders.
Elections Cameroon may establish and develop collaboration ties with public or private partners, whether national or foreign, within the framework of the accomplishment of its missions and in compliance with the provisions of the Constitution and laws and regulations in force.
Elections Cameroon shall inform the Government of all offers or requests made and of all collaboration agreements signed with partners and shall forward to it copies of agreements and reports established within the framework of this collaboration.
ELECAM has established collaboration ties with the United Nations Organisation and some of its agencies (UNDP,UN Women, UNIFEM, Centre for Human Rights and Democracy in Central Africa), the African Union (AU), the Commonwealth, “l’Organisation Internationale de la Francophonie (O.I.F.C.)”, the European Union, the Electoral Commissions and Electoral Administrations of Central African States (CEEAC), the Electoral Institute of South Africa (EISA), the Network for Enhanced Electoral and Democratic support (NEEDS) and Sightsavers.
